Mark Bullock, Managing Director
Mark was appointed as Managing Director of the UK rail business in September 2012. He has a wealth of experience across a number of industries including leadership roles in infrastructure, utilities, support services, construction, renewables and logistics.
In his current role, Mark’s focus is on building the Group’s UK rail offering and providing customers with exceptional customer service and added value while positioning the business for future growth and success.
Iain Morgan, Finance Director
Iain joined Balfour Beatty in 2006 as Finance Director for the UK Rail Opco. Since then he has enjoyed working with Peter Anderson and the BBRS executive team, developing and expanding the UK Renewals and Rail Plant businesses and leading the finance function.
Iain is a Chartered Accountant and Chartered Engineer with previous extensive international experience in the oil, gas and infrastructure construction industries.
Steve Holmes, Safety, Health & Environment Director
Steve is the Safety, Health and Environment (SHE) Director for Balfour Beatty Rail, responsible for providing effective SHE support, assurance and advice across the Rail business and ensuring the continued improvement in performance as part of Balfour Beatty Rail’s pursuit of SHE excellence. Steve joined Balfour Beatty Rail in May 2010, coming from oil, gas and utility industry background. Steve has over 20 years experience working within blue chip organisations including Centrica Plc, BG Group, Shell and more recently seven years in AMEC as their HSSE Director.
With a wealth of operational management experience, Steve leads and directs our SHE activities worldwide and spearheads our efforts to achieve Zero Harm across our business.
Tim Gorman, Commercial Director
Tim brings a wealth of contracting experience to Balfour Beatty Rail. He worked at Balfour Beatty Civil Engineering for ten years, then moved to Amey (now part of the Ferrovial Group) and was at Tubelines in a senior Commercial role.
Tim's role as Commercial Director is to engage with and shape Balfour Beatty Rail’s commercial function to best deliver the business's strategic objectives.
Tony Vaghela, Human Resources Director
Tony graduated with a B.Sc Honours Degree from Cardiff University and is a member of the Chartered Institute of Personnel and Development. His career background is that of a line manager in the construction sector, before moving into FM services in the late 1990’s.
Tony has been with Balfour Beatty for 12 years, joining in 2000 with Balfour Beatty Workplace (formerly named Haden Building Management) and after five years moved to Balfour Beatty Power Networks, where he was HR Director for three years. In January 2008, Tony joined Balfour Beatty Rail Projects as HR Director and following the integration of the UK Rail businesses became HR Director for the new UK Rail business.
Keith Rands, Director & General Manager - Projects
Keith has been involved in the railway industry since 1990, when he joined the newly privatised rolling stock manufacturing division of British Rail (BREL) in Derby as a Business Manager.
Since joining Balfour Beatty in 2004 he has put his general business, commercial and project management skills to good in a number of key roles for both rail, and the Group as a whole, initially as Business Development Director for the Plant division, then as Commercial Director for Balfour Beatty Rail, followed by Business Development Director for Balfour Beatty Rail.
In his current role as Director and General Manager - Projects, Keith's focus is on ensuring that the business secures and safely delivers projects, profitably across the project lifecycle. In doing so, ensuring that Balfour Beatty Rail's customers are provided with exceptional customer service and value for money.
Mick Rayner, Director & General Manager - Renewals
Mick Rayner is Director & General Manager of Renewals at Balfour Beatty Rail. He is responsible for Balfour Beatty Rail’s Renewals business unit which comprises of various business workstreams including: Rail Plant – covers OTM national contracts and Road Rail & Specialist Plant businesses; RT24 – delivery of the contract for South East, involving Plain Line and S&C renewals; Enhancement work – various work packages for either Network Rail directly or as a sub-contractor; and London Underground Renewals and station modification work.
Mick is a long-term Balfour Beatty employee and has worked in the rail Industry for over 30 years.
